Wisconsin Elections Commission (WEC) daily absentee ballot reports, county level
2022 General Election (Nov 8, 2022) and 2024 General Election (Nov 5, 2024)

COLUMNS (wi_absentee_*.csv): election, report_date, county, returned, in_person
- returned  = WEC column F "BallotsReturned": cumulative absentee ballots returned to the clerk by any method
              (mail, in person to the clerk, drop box) AND ballots cast during In-Person Absentee Voting (IPAV).
- in_person = WEC column G "InPersonAbsentee": cumulative in-person absentee (IPAV / early in-person) ballots.
              It is a SUBSET of returned. Never add returned + in_person. Mail/drop-box/other = returned - in_person.
- Blank in_person = blank in WEC's file (seen in 2024 before in-person absentee voting began); not converted to 0.
- county = WEC jurisdiction name (72 counties). "STATEWIDE TOTAL" = WEC's own TOTAL row (HINDI 99999).
  Do not sum STATEWIDE TOTAL together with the county rows.
- report_date = the date in WEC's file/folder name. WEC: files are "generated by the system at 7:30 a.m. each day",
  so each report counts data entered through roughly the morning of report_date (effectively through the prior day).
  Data are based on clerk entries in WisVote; WEC warns entries can lag.

SOURCES: every row's original file is in sources.csv (WEC zip URL, file inside zip, direct WEC file URL where one is
still posted, and a mirror copy under /raw/).

  (zip "General Election Fall 2022.zip"). WEC posted weekday reports only in 2022.

  (zip "General Election 2024.zip"). Daily, including weekends.

COVERAGE
- 2022: 23 report dates, 2022-10-10 to 2022-11-08 (weekdays except Oct 11; plus Sat/Sun Nov 5-6).
  Absent: Oct 11, Oct 15-16, 22-23, 29-30 (no files in WEC's archive).
- 2024: 53 report dates, 2024-09-16 to 2024-11-08 (daily). Absent: 2024-09-19 (WEC's zip has no county file; its
  "municipal" file for that date is an unrelated spreadsheet).
- 2024-11-02, 11-03, 11-04: WEC's zip has no county file for these dates, only municipal files. For these dates the
  county values are sums of WEC's municipal rows, included ONLY for the 33 counties where municipal sums matched the
  county files exactly on all 50 dates that have both files (municipalities spanning counties are filed under one
  county in the municipal file, so the other 39 counties don't aggregate correctly and are left out for those dates).
  STATEWIDE TOTAL on those dates is the TOTAL row of WEC's municipal file. (See muni_vs_county_validation.json.)

CHECKS: on every county-file date, the 72 county rows sum exactly to WEC's TOTAL row for returned (and for in_person
whenever WEC's TOTAL in_person is non-blank). Copies of the files WEC still posts individually (2022-11-08; 2024-10-28,
10-30, 11-05, 11-06, 11-07, 11-08) are byte-identical to the zip copies.
No numbers are estimated or interpolated.
